Extract the files into the directory of your choice. Then run WhyReboot.exe.
If you do not already have a Zip file extraction utility, you can download a free evaluation version at http://www.winzip.com.
This release does not examine Run=, RunOnce=, and Load= entries in Win.ini on Windows 9x systems.
